I've since found the cause. This bug report describes the problem.

I downgraded Qemu to version 10. After that, the VM booted again. I
disabled Virtual Machine Platform/Hyper-V in the VM as described in the
bug report. Unfortunately, WSL no longer works after that, but that's
okay. It works again with the version of Qemu in the “unstable” repository.

Hi
I'm having the same problem here with version 1:11.1.1+ds-1. I'm also
stuck in an endless boot loop. Downgrading to the Testing branch
didn't help.
Since I don't have a way to reproduce this behavior -
all my windows guests, including a collection of
guests used for testing new qemu, and multiple
(windows, various versions) guests used in production -
all works just fine with either version of qemu, --
you have to diagnose the problem and find out what
is going on there, why exactly your guests are
not booting correctly.
Please note also these versions of qemu are used
in multiple other places too, with no issues like
that.
I'm not saying the issue does not exist, I'm only
saying I don't have a way to reproduce it.
Thanks,
