I did the following:

1. Made a fresh "cdebootstrap etch" install.

2. Added to this the following kernels:

        linux-image-2.6.15-1-686 version 2.6.15-8
        linux-image-2.6.16-2-686 version 2.6.16-17
        linux-image-2.6.17-1-686 version 2.6.17-4

3. Booted each kernel in single user mode with 'resume=/dev/hda3'
   option in grub and ran 
        echo -n disk > /sys/power/state
   Then again booted back with the same kernel and same option.

4. In each case the system *did* boot back. However, the console
   messages from suspend appeared in the case of the 2.6.15 kernel
   and not in the 2.6.16 and 2.6.17 kernels.

5. In the latter two cases, I also did the following. I booted
   each kernel in single user mode as above and ran
        klogd -k /boot/System-map-.... (as appropriate)
        killall klogd
        echo -n disk > /sys/power/state
   With this operation 2.6.16 and 2.6.17 *did* show the console
   messages from suspend.

Hope this experiment helps to debug this problem.
