I am not sure what exactly happens.  Please look at
http://bugs.debian.org/352676 -- may be this is the same bug.  The
problem is not specific to KOI8-R (the same situation with UTF-8,
CP1251, etc.) and usualy disappears after reboot.

Otherwise (if the bug you observed is not the same as #352676) please
be more elaborate -- one sentence is not enough.
