The reason is fairly simple: fc-cache needs libfontconfig1, which is included in the same udeb. Normally of course the lib is in a separate binary package from the libs. I think the only option to get rid of it is to 'sed -i' the udeb out of the file generated by dh_shlibdeps before dh_gencontrol is called.
