Bug#388868: bsfilter: lack of dependency for libopenssl-ruby1.8

Version: 1:1.0.14-1

bsfilter with --ssl option does not work if libopenssl-ruby1.8 is
not installed.

Please add libopenssl-ruby1.8 or libopenssl-ruby to the dependency
line `Recommends:' or `Depends:'. (I prefer `Recommends:', because
--ssl is an optional feature.)
