The following should work (and works for me):
<alias> <family>monospace</family> <prefer> <family>Luxi Mono</family> </prefer> </alias>
I placed this in ~/.fonts.conf (wrapped in suitable XML sugar).
You can test this with 'fc-match' which will let you isolate application issues from basic font configuration problems:
$ fc-match monospace luximr.ttf: "Luxi Mono" "Regular"
