just wanted to add that this is an important issue (well maybe it doesn't fall under the debian important guidelines, but important nonetheless) because one of the selling points of gnu/linux is that a restart is virtually never required. if you're telling the user to restart when they need not, then that is very bad indeed because it is killing an advantage.
