Other packages (e.g. vlc, libxine1, ...) benefit from these codecs as well. People using these players will find a smart way for installing these codecs by using your script.
So my suggestion is to package both, the RTC init script and the binary_codecs script, in a separate package called 'mplayer-extras' (for example) which exhances the above mentioned packages (tvtime, vlc, ...).
