I encountered the same symptons with PHP scripts today. I haven't used any local PHP script for a while so I cannot state when PHP had stopped working.
However, by chance I noticed that Apache's "dir" module has not been configured properly: In /etc/apache2/mods-enabled I had only a symlink to dir.load, but the symlink to dir.conf was missing.
