Well, I now have the time to work on this package, but we still have the
problem that the any documentation I register with info and doc-base
will be unregistered when the user removes the bash-doc package.

Matthias, if you don't have the time to fix the bash package, will you
cooperate with an NMU? It is very frustrating that your inactivity
(rather, complete lack of even acknowledging that there is a problem) is
preventing this bug from being fixed!

In this case I'd just remove the bash-doc binary package from the bash
source package completely, and create a new bash-doc source package that
builds the bash-doc binary package.
