Here is what I have installed on my system:

~# dpkg --get-selections | grep nagios
nagios-images                                   install
nagios-plugins                                  install
nagios-plugins-basic                            install
nagios-plugins-standard                         install
nagios2                                         install
nagios2-common                                  install
nagios2-doc                                     install

None of these packages provide a checkcommands.cfg file.

It used to be in nagios-common, but nagios2 uses nagios2-common which does not have that file.

As that file should make the plugins known to the Nagios config which get installed by nagios-plugins, nagios-plugins-basic and nagios-plugin-standard, the idea when going from nagios to nagios2 might have been that this config belongs to the nagios-plugins-... packages to contain only the plugins that come with the package.

But this is just not the case. I'd say, you'll need to create separate nagios2-plugins-... packages as the combination of nagios-common with the nagios-plugins-... packages is likely to work.
