Package: po-debconf

Recent version of gettext default to create a backup file when running
msgmerge to merge PO files with a POT file.

This results in debian/po/*~ files when debconf-updatepo is run in the clean
target of packages in case some of these PO files were not synced with the
POT file before.

I think that debconf-updatepo should default to no backup for PO files.
