It's not on when on AC but on when on batteries.
Well, laptop-mode-tools doesn't invoke xscreensaver at all. However, it
fixes the DPMS settings (but not in your case) and it sets the terminal
blanking settings (if CONTROL_TERMINAL is set to 1). But you have
CONTROL_DPMS_STANDBY=0 and CONTROL_TERMINAL=0?
