When running dch whithout -i, just for adding new items, it fails
to find the last row with the maintainers name when there
are multiple maintainers in the changelog.

Example:

package_name (1.0) unstable; urgency=low

  [ Maintainer_name_1 ]
  * item 1

  [ Maintainer_name_2 ]
  * item 1
  * item 2

  [ Maintainer_name_1 ]
  * item 2
  * item 3

Now I try to use dch as Maintainer_name_1:
Instead of placing the cursor after '* item 3' as the
previous version did, it now tries to add a new item
after '* item 1' instead.
