Eh, I object. When I added multi-maintainer support to dch, I explicitly made it support multiple blocks per maintainer, because I know that in complex packages with lots of maintainers, one maintainer's changelog entry often depends on an earlier changelog entry by a different maintainer, and needs to come last.
