But maybe I got confused and the message relates to AqBanking, not
Libchipcard.

According to the libchipcard web site it is stable but a libchipcard4
is in preparation which is in beta state.

We need to fix the remaining problems and should upload the packages as
soon as possible.

This would be great.  As I said in a previous mail I would be willing
to sponsor the packages if needed but because I'm lacking a chipcard
device it makes no real sense if I try to test this stuff - but
perhaps Karsten Hilbert would do some testing.
