Actually, checking ICU 3.8, there is an --enable-weak-threads configure flag that appears to do exactly what you are looking for. Was this your patch? In any case, I will build 3.8 with that flag and see if it works. You may want to test the experimental 3.8 packages. I'll mark them as closing this bug.
