Only one instance of apt-get appears to be allowed to run at anyone time. it would be better if multiple copies were allowed to run, and they would then use a spool dir to manage communication with the other instances. Also before installing they should check if those deps have now been satisfied. Obviously it would be better if only one instance was installing (copying files) at a time, but the downloading can be paralelised.
