exim4-config.postinst currently has a minimally invasive approach. The
file is only changed when a change is _really_ necessary. Adding the
line with a default value would be a violation of this approach.

Additionally, I don't think that it is doing users a service if one
keeps them from reading the docs by providing configuration files
which can be fully understood without refering to the docs.

That being said, I will consider applying a patch to
exim4-config.postinst, adding the dc_localdelivery='mail_spool' line
if one is not found in the file. I reserve the right to expect the
patch to conform to my aesthetical views.
