This is not a bug in apticron, it is a known bug in aptitude.  Aptitude
ignores apt/dselect/dpkg holds and vice versa (see #137771).  Sadly
aptitude's upstream is not much interested in fixing this more than five
years old bug.

The fact, that you, as a DD, are not aware of this broken behaviour,
especially since it is a tool that you use every day and file random
bugs against other packages is IMO a good sign, that this bug is worth
being fixed.

Please don't, or at least make this feature configurable and not
default. E-Mails may get lost or deleted for various reasons and
packages upgrades are too important to be skipped because of one lost
mail.

P.S.: I'm not merging and reassigning this bug against aptitude since it
has been filed various times and to prevent further mistaken bug-reports
against apticron.
