It is named that way because it worked that way before. Though, with the growing number of packages, the user is often flooeded with many many changelogs entries he does not care about, so the default setting is more sensible, as NEWS.Debian are must-reads, whereas the changelogs are informational. As there is debconf to help changing the setup and that the debconf question is properly worded, the few people wanting to read full changelogs can change that at apt-listchanges install time.
