Ah yes. So dh_icons installs a postinst snippet to run
gtk-update-icon-cache, but only if it is present, so you do not have to
depend on it.

It seems that this problem is not fully dealt with. Please see
http://lists.debian.org/debian-release/2007/07/msg00107.html for some
discussion of the issue.

I think that you could just call dh_icons now to give a small benefit to
gtk users who install the package. After that you could wait and see if
any changes are required.
