At present, to specify an alternative configuration within
/etc/default/pound you must use:

ARGS="-f /srv/altconfig.cfg"

rather than the more simple:

CONFIG=/srv/altconfig.cfg

To get the expected behaviour, the definition of ARGS should be moved
below the sourcing of /etc/default/pound within /etc/init.d/pound.
