(Not speaking for Hans Fredrik who, as translator, should have the final word on this, so please take this as a simple advice) I usually encourage translators to send UTF-8 encoded files. However. I think that there is no reason to *enforce* this and I generally discourage maintainers to do it themselves without translator's approval. A good compromise is asking, just like you did. Either the translators refuses, for good or bad reasons, and I recommend to not insist. Or (s)he accepts and you can do do it The Right Way: msgconv -t utf-8 nb.po >nb-new.po
