Hi,
I can't reproduce it on my normal system (Italian with UTF-8).

Anyway I found the same dialog when changing the "Outgoing character
encoding" from "UTF-8" to "ISO-8859-1".

Try to set that explicitly to UTF-8 (it's under Common
Preferences->Display->Encoding).

This dialog can also appear sometime when there are ISO-8859 characters
in a UTF mail (eg. when replying to ISO-encoded message, if there's a
signature not properly encoded, etc etc). I don't think this is a bug,
but only a bit of configuration related tuning needed.
