I *do* think this is a bug: the "Automatic (Recommended)" setting for
"Outgoing character encoding" is not really *automatically* figuring
out the correct encoding to use for the message (if I insert UTF-8
characters, I expect UTF-8 encoding to be automatically selected, as
long as automatic selection is requested!) and should therefore not be
*recommended* (until it works properly!).

I hope I clarified what I mean.
