Nope. The backup software is external to debian.

Unfortunately, I filed the bug report before reading the 
file /usr/share/doc/console-tools/examples/README.strange-name

After wich I would not have filed the bug ...

This is a problem with the backup software -- it is having a hard time backing 
up utf-8 encoded names.

Please close this bug report with my apologies.
