The need is that d-i and similar create a /target/usr/sbin/policy-rc.d by hand. It makes /usr/sbin unclean, as it is no longer completely managed by package managment. Creating a package does not seem like a clean solution as it must be installed only for initial install. -- "rm -rf" only sounds scary if you don't have backups
