Whatever is done, there will always be somebody who will not like it.

gettext is already a -dev package. Splitting gettext even more would
be confusing. I can already see the complains: "the INSTALL document
says to install gettext, which I did, but foo still does not build
because of a missing header".

I understand your complain "autopoint does not work without cvs", but
it's easily solved by installing cvs.

Please understand the alternate complain that would result by making
the suggests on cvs stronger: "I'm just a translator and I don't need
cvs at all, I don't want to have it installed".
