In this case, I don't understand why this is intended: I already have the bug, so while I might want to know about it, it won't affect my decision as to whether to upgrade.
Hence, it would be sensible to present it in the same way as important changelog messages for new packages, but it's not sensible to ask me whether or not I want to upgrade.
