This should be the existing behaviour:

  $ PATH=/usr/bin:/usr/local/bin manpath
  /usr/share/man:/usr/local/man:/usr/local/share/man:/usr/man
  $ PATH=/usr/local/bin:/usr/bin manpath
  /usr/local/man:/usr/local/share/man:/usr/share/man:/usr/man

Is this not what you're seeing? If so, could you provide more detail
(e.g. debugging output)?
