Any suggestions for narrowing down the problem welcome.
Adding 'fuser -vm /; sleep 60' to the umountroot script to figure out
what process is blocking the umount.
After adding the above lines I haven't had problems with root being busy.
No idea what could cause this issue.

I did some more experimenting... the problem is definitely with 2.6.24
kernels and not with 2.6.23 kernels, on start-up something is different
between the message:
SCSI system initialized
and udev finishing, particularly when
/usr/share/initramfs-tools/scripts/init-bottom/udev
is called.
Often with the 2.6.24 kernel I get a readlink error on bootup, and I've
seen udev complain about not finding script files.
I don't see the errors in dmesg output or with the bootlog output, so
could you suggest how to further identify the problem?
Uncommenting
debug=echo
in /etc/init.d/rc resulted in a system that wouldn't shut down or boot
up correctly )-:.
