Is this not by design? Pylib is documented using a annotator-style
documentation generator (apigen), so the directory layout is somewhat
unsurprising.

At least the documentation starts at a sensible location:

  /usr/share/doc/python-codespeak-lib/apigen/index.html

Do you still think this is a bug?
