Given > your explaination it shouldn't wait at all or when "-w" is given not longer If there is a script in /etc/network/if-up.d and the cable is present, that would be executed post link detection because ifplugd would do an ifup on the interface. I am guessing there may have been a difference in the packages installed on the two machines, hence the behaviour. The bug is quite old, but I am hoping we would be able to figure this out with more information.
