Unfortunately, I was unable to reproduce your problem, although I used 
the same 2.6.23 custom kernel and the same xorg.conf... I'm pretty sure 
this is an issue with the fglrx precompiled module. I guess you should 
file a bug report on AMD Customer care : http://ati.cchtml.com/ or wait 
for the new release.
