I've changed it to root:root and re-installed the latest packages and it
now PHP appears to work fine. The only trouble with this solution is
that another package, lighttpd, chown's /var/www/ to www-data:www-data
every time a security update happens. I run lighttpd on a different port
on the same box which is why this might be a problem!
Perhaps I ought to put a bug report in for that package.
