openvpn switched from built-in code to the pkcs11-helper library between 2.1_rc4 and 2.1_rc7, but this dependency is missing in the current Debian package. The configure script therefore disables all pkcs11-related options. Rebuilding the Debian package with libpkcs11-helper1-dev installed restores the pkcs11 functionality. This switch to the pkcs11-helper library can be expected to break existing configuration files because a number of options were removed or redefined (pkcs11-slot-type, pkcs11-slot, pkcs11-id-type, pkcs11-id). It might be worthwhile to add an entry to the NEWS file to make people aware of this.
