This is by design.  It is a feature!

Did you read README.Debian.gz for SCIM.

How do you expect me to know default locale?  GDM can switch it every
start of X Window. From PAM? ....  Too much guessing is bad.

That is what I expect users to do.  

SCIM upstream likes to keep this default.
(I wish I can set default to /SupportedUnicodeLocales = *_*.UTF-8)

Since user may be switching locale, I am not so keen to automatically
adding such thing.  It is well documented in
/u/s/d/scim/README.Debian.gz.

I do not want to make im-switch to be any more complicated.

FYI: If we add such featutue, it is done in scim package.  Not in
im-switch.  im-switch calls hook script provided by scim.
