For the database then you can use Kerberos authentication to PostgreSQL. For the web frontend, I think the best thing to do would be to delegate authentication to Apache. This is what we do at my site - there are no "local users" in our Netdisco database. To delegate control to Apache, set the "apache_auth" Netdisco configuration option to "true". You can then add any standard Apache authentication or authorization to the LocationMatch sections in the netdisco_apache_dir.conf file. For example use mod_authz_ldap.
