Yes, it is an upstream issue; these sections are empty upstream too.
Further, I just flicked through the text that is there, and lots of it
is badly out of date.
Based on this, I recommend that you don't install guile-tut.info at
all for Debian, or else add a note somewhere to say that it is very
out of date. I will of course also work on fixing this upstream.
