Very strange. In my sid chroot I cannot reproduce this.  Could you please
try the following:

$ sudo apt-get remove octave2.1-info octave3.0-info
$ info -w octave
*manpages*
$ sudo apt-get install octave3.0-info
$ info -w octave
/usr/share/info/octave3.0.info.gz
