d-i's support for installing firmware packages fails if those packages
depend on packages not in base (see #492205). atmel-firmware has two
dependencies, both of which seem spurious:

- It depends on perl, only because of atmel_fwl, but atmel_fwl is not
  used in normal operation. Also, atmel_fwl seems to work fine with
  perl-base; it does not need the full perl package.
- It depends on udev | hotplug. This was added because it used to depend
  on just hotplug. But in fact the package can be used without either,
  nothing is stopping someone from loading the fimware manually. And
  these dependencies do it no good since udev will be installed anyway,
  eventually. Observe that only two firmware packages in the archive
  depend on udev (and I'm filing a bug on zd1211-firmware too ..)

Please remove these dependencies. We will probably have to drop
atmel-firmware from the images at
http://cdimage.debian.org/cdimage/unofficial/non-free/firmware/ if this
is not fixed, unless we can somehow work around the issues in d-i.
