Wait a second!

(a) My debian/rules is a standard debhelper default in this regard.

(b) Debian policy section 7.7 says:

        The `Build-Depends-Indep' and `Build-Conflicts-Indep' fields
        must be satisfied when any of the following targets is
        invoked: `build', `build-indep', `binary' and `binary-indep'.

    In other words, "debian/rules build" can expect
    Build-Depends-Indep to be installed.

I'm willing to fix bugs, but it seems like the buildds are the guilty
party here!
