 Nah, it can happen as a result of patches and upstream could forget it.
 It doesn't hurt to make sure it's up-to-date during the build and it
 helps downstreams such as ubuntu because the pot is imported in
 rosetta.  Debian planned a similar system based on pootle, but I fear
 it didn't see much progress lately.
