How about defaulting to the output of

  tg summary -t    [output all topgit branches]

and letting TG_BRANCHES override it?

This kinda means that the debianisation branch itself is not
a topgit branch. On the other hand, it would be trivial to filter
that one patch out from the resulting quilt series, even by just
looking which patch in the series creates debian/changelog.
