I was wrong to say that Debian hadn't already checked the FAL. log4cpp is in main, and includes the text of the license in the /usr/share/doc/.../copyright file.
ion3 is in non-free for other reasons, and puts this in the copyright file: --- Ion3 includes an implementation of snprintf which is licensed under the "Frontier Artistic License Version 1.0". This code is not included in the Debian binary packages.
