unless something weird happened during your previous 0.98.12 installation
and your diversions database got corrupted, which is what I tend to think.

What is the output of
$ grep -n -e words -e dictionaries-common /var/lib/dpkg/diversions

Here that outputs

130:/usr/share/dict/words
131:/usr/share/dict/words.pre-dictionaries-common
132:dictionaries-common

(numbers are just to check that they are consecutive)

That doesn't output anything on one box -- I tried to upgrade another (something I hadn't done precisely because dictionaries-common failed on the first), and the command you gave output what was needed and the upgrade just succeeded :-/

Unreproducible indeed : I uninstalled everything which depended on dictionaries-common, then reinstalled : no problem :-(
