If you load the cpufreq modules before starting the cpufreq applet, does it work properly? Also, testing now has 2.22 gnome-applets, could you please try again after updating? Everyone, The cpufreq drivers should be loaded automatically by the system (whatever takes care of that nowadays), but I'm 100% sure that not by gnome-applets :-).
