pcscd uses HAL to detect reader insertion and removal (USB plug and play)
/etc/init.d/hal start
/etc/init.d/pcscd start
I confirm that if hal or pcscd are not running you may have problems
using GPG as a normal user.
Maybe you should report the bug to gnupg.
