So is it not a pcscd related issue, that the smartcard is perfectly
accessible as root, but not as normal user when hal is not running?

You have NOT answered any of my questions.
- Is pcscd running when you can't acces the smart card as a normal user?

- Have you installed pcscd? It is a Recommends: for libccid and should be installed by default.

- Have you manually stopped or disabled the execution of pcscd?

also kind of curious why the usb device permissions are not set with the
group scard.
